The Accountant General, Haryana and Government of Haryana planned to modernize and upgrade the working of the AG, Office and various departments to provide better and timely service to the employees regarding their financial matters. It was decided to develop a dynamic web portal that provides single window to all the employees of Haryana government related to their Provident Fund and pension related activities on anytime, anywhere basis, thereby bridging the information sharing gap between the government, employees and senior citizens.
The web portal www.aghry.nic.in is the Official web portal developed and implemented for the Accountant General, Haryana. The vision behind hosting of this portal was to provide information of interest to the employees and to serve better to the in-service employees and to the retired government servants. All the important information concerned to employee’s interest like GPF, loan, Pension, forms etc are available on the portal, which helps the employees to solve their various problems. An Interactive Voice Response System (IVRS) has also been established to provide on-line information through telephones. On dialing the number a series of instructions are automatically activated to guide the caller. The user only required to enter the GPF number and secret PIN code to obtain the desired information.
There are about 2.73 lacs of valid user of this site besides general public and retired employees. Every user has been given secured PIN. Interaction between employees, Government of Haryana and Accountant General, Haryana has increased to solve and to give timely information to the employees and public. Huge response to portal shows the importance of the portal for the employees and the people. It has reduced unnecessary delay in solving the problem of employees and made the department more responsible. Accountant General, Haryana has simplified the rules and GPF statement available on the site is valid for various uses. Now the signed hard copy based annual GPF statements have been stopped and redressal of employees grievances through on-line system in a time bound manner has helped in significant reduction of the missing schedules.

Before computerization of the AG office, there was huge communication gap between Accountant General office, Government of Haryana and employees. The employees were not able to get timely information about their missing credit, Loan status, pension cases, GPF status, new admission etc. If one gets information in time about any discrepancies in their account, he can contact to concerned and get it corrected before it become very difficult. Pension cases took vary long time to get processed, it gave unnecessary harassments to retiring employees. If any one has to look Audit Reports presented by the Comptroller and Auditor General of India on Receipt and Expenditure of Haryana Government and State Public Sector Undertakings, he has to get it collected from the AG office in printed form only. There was no proper mechanism to maintain the records and solve the public grievances.
To overcome the problems stated above and to make the administration more responsive, Accountant General, Haryana and Government of Haryana decided to develop Dynamic Employee portal. With an objective to ensure the effective use of Information Technology within Account General (A&E), Haryana and Haryana Account General (Audit), Haryana and various other departments of Government of Haryana, and to give better and timely information to the employees of Government of Haryana. NIC Haryana State Centre was given the responsibility to study and develop the web portal. A team of NIC, Haryana professionals was formed to study, designs and develop the portal with the consultation of Accountant General, Haryana and Haryana Government. Time plan was made and existing system was studied at AG office according to plan and web portal was developed and launched on 26th January 2004. An IVR System was also introduced.
