The Health Department, Haryana is committed to provide quality health services and raise the Health Status of its people. The Health Services are being provided through a network of 50 Hospitals (including Hospital of Medical College Rohtak), 85 Community Health Centers, 420 Primary Health Centers, 2433 Sub- Centers, 20 District T.B. Centres, 41 Dispensaries, Post Graduate Institute of Medical Education and Research at Rohtak and a Medical College at Agroha (Hisar) and Mullana (Ambala).
Important Health Indicators are given below:-
  • The maternal mortality rate is of 162 per lakh live births.
  • Infant mortality rate is 42/1000 as per NFHS-III survey.
  • Institutional deliveries have increased to 53 percent in 2007 from 23 percent in 2004 as per CRS.
  • The State is free from neo-natal tetanus since the Year 2006.
  • The projected per capita expenditure on health for the year 2006-07 is Rs. 243.27 and for the year 2007-08 is Rs. 228.72.

    Budget of Rs.437.00 crore was sanctioned for the Health Department (which includes budget of Health Deptt., PGIMS, Rohtak, Ayurveda & ESI) in the year 2006-07 out of which Rs.125.31 crore was under the Plan Schemes. Similarly, the budget for the year 2007-08 is Rs.486.45 crore (including PGIMS Rohtak, Ayurveda and ESI) out of which Rs.118.35 crore is under the Plan Scheme.
    Provision of Rs.840.00 lakh was made for purchase of Medicine for Health Institutions of the State during the year 2007-08. Additional budget of Rs.96.75 lakh has also been allotted under the Non-Plan Scheme. This entire budget has been spent for the purchase of medicines. Provision of Rs.125.00 lakh was made for purchase of Machinery and Equipments during the year 2007-08 which has been utilized. Rs.34.09 lakh is also allotted under the Non-Plan Scheme. The supply orders worth Rs.25.00 lakh have been issued to the various firms for purchase of Machinery & Equipments. Items like, Operative Surgical Microscope, O.T. Ceiling Light, Chemicals, Pathological Microscope etc. are being purchased.
    The buildings of 7 Hospitals, 5 Community Health Centres, 40 Primary Health Centres, 5 Sub Health Centres and 3 Trauma Centres are under construction for which a budget provision of Rs.15.74 crore have been made in the financial year 2007-08. The State Govt. has sanctioned Rs.4.50 crore for the repair and maintenance of Govt. buildings.
    The Health Department, Haryana is committed to provide quality health services and raise the health status of its people. Under the banner of the National Rural Health Mission (NRHM), the Govt. of India has launched Reproductive Child Health (RCH-II) to the tune of Rs.749.00 crore for the State. This programme was launched on 12th April,2005 and will continue upto the year 2012. The focus of the Department under NRHM is to improve the availability and access to quality health care of people, especially for those residing in rural areas, the poor, women and children. Funds to the tune of Rs. 69.28 crore have been received from Govt. of India upto 30.11.2007 under RCH Flexible Pool/Mission Flexi Pool. The expenditure so far has been Rs. 43.85 crore.

     

    Vikalp
    This scheme is for BPL families, who are not able to access public health institutions due to high out of packet expenses, for treatment through accreted private hospitals. 124 MOUs have been signed with private practioners who have 151411 families allocated to them. 149764 beneficiaries have been registered and 76487 patients have been examined.

    Telemedicine Programme
    General Hospital, Sonepat and CHC, Gohana linked to Ganga Ram Hospital, Delhi for diagnostic services. PGIMS, Rohtak and PGI, Chandigarh also linked by Telemedicine

    School Health Programme
    Health Checkups are being conducted of all Primary School children.Two Mass De-worming campaigns of Primary School children were held on 28th February & 5th March, 2007 and 19th September, 2007.Painting competitions were held in Middle Schools on various health themes on 14th December, 2007. Wall Calendars and Table Calendars were made out of some of the prize winning entries.

    Blindness Control Programme
    The incidence of blindness in the State is 1.13 percent viz-a-viz National incidence is 1.49 percent. There are 8 Eye Banks in the State.

    Till now the achievements are as under:-
  • Untied funds at each Sub-Centre of Rs. 10000 for community needs.
  • ANM- There are a total of 4732 ANMs for 2433 Sub-Centres providing thereby two ANMs at the some Sub-Centres in the villages.
  • ASHA- 11192 out of 14000 ASHAs identified so far, the primary task of whom is to provide a link between the community and the health service providers for demand generation and optimal utilization of health services.
  • Health & Water Sanitation Committees- 4975 Village Health & Water Sanitation Committees have been constituted to participate and monitor Village health days every month at Sub-Centre level.
  • The department has renovated all its health institutions and is improving the condition of operation theatres and labour rooms. Provision of waiting areas for the attendants of the patients is also been made.
  • Drug Procurement Policy- Provision of quality generic medicines to make affordable health care possible.
  • IPHS Standards- CHCs are being upgraded to India Public Health Standards (IPHS)/Haryana Public Health Standards. 147 PHCs are functioning as 24x7 facilities.
  • Janani Surksha Yojana- This is a centrally sponsored scheme under NRHM which integrates the cash assistance with antenatal care during the pregnancy period, institutional/home care during delivery and immediate post-partum period by establishing system of coordinated care by field level health worker. Cash assistance for Scheduled Caste mothers under this scheme has been recently increased from Rs. 200 to Rs. 1500 to be paid from the Scheduled Caste component of State Plan. Budget allocation from NRHM for JSY for 2007-08 is Rs. 6.08 crore and for SC component for the year 2007-08 is Rs. 2.00 crore. 46892 BPL beneficiaries availed financial benefit under this scheme and a sum of Rs. 2.78 crore has been incurred under this scheme till November, 2007.
  • Janani Suvidha Yojana- This scheme is for urban slum population under which the women of slums can avail free antenatal, natal and post-natal facilities in some selected nursing homes through an NGO with Sakhi as link worker. This scheme is being implementation at Panchkula, Gurgaon, Yamuna Nagar, Narnaul, Kurukshetra , Rewari, Bhiwani and Sonipat.
