Agriculture was accorded high priority right since inception of the Haryana State. Concerted efforts were made by the Govt. in creating basic infrastructure for all round development of the State. Manifold expansion of infrastructure took place and support services related to agriculture in Haryana were created. State made remarkable progress in the field of agriculture production and it has emerged as the grain bowl of the country. Resultantly, foodgrains production touched an impressive figure of 147.63 lakh tonnes during 2006-07 from 25.92 lakh tonnes during 1966-67 registering a more than five fold increase.
The foodgrains production during Kharif 2007 has been 49.26 lakh tonnes which is 9.6 percent higher than that of the previous year.The productivity of Cotton has been achieved as 663 kgs. per hectare (Lint) during Kharif 2007. The target of foodgrains production for the year 2007-08 was fixed at 154.85 lakh tonnes, comprising 50.00 lakh tonnes for Kharif and 104.85 lakh tonnes for Rabi season which is 4.9 percent more than the last year achievement. Similarly, the targets of Sugarcane, Cotton and Oilseeds were fixed at 112.50 lakh tonnes, 23.90 lakh bales and 11.80 lakh tonnes respectively. Haryana ranks first in the country in export of basmati Rice.

 

 

 

 

 

 

 

 

 

 

 

 

Govt. of India has launched two new Centrally sponsored schemes namely National Food Security Mission (NFSM) and Rashtriya Krishi Vikas Yojana (RKVY) from Rabi 2007-08. The main objective of the NFSM is to increase the production of Wheat and Pulses through area expansion and productivity enhancement in a sustainable manner in the identified districts in the State. Action Plan for an amount of Rs.1909.11 lakh have been prepared out of which Rs. 1694.11 lakh for Wheat and Rs. 215.00 lakh for pulses have been approved and an amount of Rs. 612.00 lakh as first instalment for implementation of Mission activities has been released. The Govt. of India has launched a major initiative, namely, the Rashtriya Krishi Vikas Yojna (RKVY) to help/achieve the growth target of 4 percent per annum in agriculture and allied sectors. RKVY is aimed to incentivising the States to invest more in agriculture and allied sectors and it offers considerable flexibility to the State in the planning, selection and approval of the projects. Funds under RKVY scheme would be available under two streams i.e. stream-I and stream-II. Stream-I is project based and 75 percent of the funds under RKVY would be available under this stream. Stream-II is meant for strengthening of existing scheme to fill the resources gaps and funds to the extent of 25 percent would be available under this Stream. The State Level Sanctioning Committee(SLSC) headed by the Chief Secretary has already approved project proposals of Rs. 2168.60 lakh with Rs. 1623.60 lakh under stream-I and Rs. 545.00 lakh under stream-II for 2007-08.

Area Under Crops
The total area under crops has increased considerably since 1970-71. The Gross Area Sown was 45.99 lakh hectares during 1966-67 and has increased to 49.57 lakh hectares in 1970-71 and further increased to 65.09 lakh hectares during 2005-06. During the year 2006-07 the gross area sown is likely to remain the same i.e. 65.09 lakh hectares.
The cropping intensity in the State has enhanced from 139 percent in 1970-71 to 182.38 percent during 2005-06. The agriculture scene in the State is dominated by Paddy-Wheat rotation, causing degradation in soil fertility and further fall in the under ground water level.
The contribution of area under Wheat and Paddy crops to the total gross area sown in the State is likely to increase from 28.2 percent during 1970-71 to 53.18 percent during 2007-08. Though, the efforts have been made to break the dominance of the Wheat-Paddy rotation, yet no significant achievement has been made in this regard so far.

In order to provide better risk management in agriculture, State Government has implemented National Agriculture Insurance Scheme from Kharif 2004 onwards, High-Risk crops like Bajra, Cotton, Maize and Arhar were covered in Kharif season and Gram and Mustard during Rabi season under the scheme. But from Kharif 2007, Cotton was not covered due to high premium rates. The scheme is compulsory for loanee farmers and optional for non-loanee farmers. A provision of 10 percent subsidy has been made for small and marginal farmers under the scheme.
The State Govt. implemented Varsha Bhima Scheme on pilot basis in four districts namely, Ambala, Karanal, Hisar and Rohtak for Paddy, Cotton, Bajra and Maize crops from Kharif 2006. It has also supported weather insurance on Wheat crop on the basis of loss of production due to increase or decrease of temperature and Normalized Differential Vegetative Index (NDVI) in three districts namely, Ambala, Karnal and Rohtak during Rabi 2005-06 and 2006-07 by providing 10 percent subsidy to small and marginal farmers
Zero till technology being provided to the farmers from the year 2001-02 has been very useful for timely sowing of crops, saving of energy as well as reduction in cost of cultivation by Rs. 2000 to Rs. 2500 per hectare. Wheat crop is sown in an estimated area of 15 lakh acres with this technology upto the year 2006-07. During the year 2006-07, 1049 Zero till Seed-cum-Fertilizer Drills, 1226 Rotavators, 221 Potato Planters, 74 Potato Digger, 1193 Straw Reaper, 125 Post Hole Diggers, 71 Reaper Binders, 27 Power Tillers, 466 Cotton Seed Drills have been provided to the farmers on 25 percent subsidy. Further, about 700 Zero Till Seed-cum-Fertilizer Drills will be provided to the farmers on 25 percent subsidy during the year 2007-08. In addition, 780 Rotavators, 212 Potato Planters, 100 Potato Diggers and 10 Self-Propelled Weeders, 580 Straw Reapers, 300 Post Hole Diggers, 200 Reaper Binders, 40 Power Tillers, 200 Tractor Operated Sprayers, 50 Laser Levellers, 100 Cotton Seed Drill, 20 Bullock Drawn Multi Tool Carriers and 10 Paddy Transplanters will also be provided to the farmers on 25 percent subsidy.
The State Government is also running other innovative programmes like Toll Free Agricultural Help-Line in Chaudhary Charan Singh Haryana Agricultural University (CCSHAU), Hisar Regional Research Stations at Uchani (Karnal) and Bawal (Rewari), wherein the farmers can contact the specialists of CCSHAU, Hisar on telephone and can have solution of their problems. A new service has also been introduced to do SMS on the particular Cell No. 9815862026 to solve the problems of the farmers. Kisan Clubs have been constituted in every district of the State. The members of Farmers Kisan Clubs are meeting frequently to plan their strategies and to discuss various problems relating to agriculture and allied sectors. Kisan Purskar is awarded by the State Govt. at the State as well as district level with the prize money of Rs. 1.00 lakh and Rs.25000 respectively for those farmers who have made outstanding contribution in agriculture production and allied activities
